I have to go with the classic Barney Fife. As funny as he was, he was completely oblivious.
I am assuming you meant the least effective fictional cop as written. I would vote for someone else if the worst was defined by bad casting or acting.

THE WORST COP ON TV HAS TO BE OFFICER BARBRADY FROM SOUTH PARK. HE IS DIMWITTED AND HIS ACTION AS A COP IS LOW, REAL LOW. HE IS PRETTY MUCH A JOKE FOR A COP.
